Have you checked the powersupply? I had minis with a broken ps, that would boot on a "I had this one lying in a drawer" 12v 2A ps, but as soon as the os (was win10) would begin its work after login, it would reboot. This was a celeron or so, not that powerhungry. You need enough power.
