Webpin doesn't work any more since 11.3. Pascal doesn't seem to find the time, and nobody else took over maintenance of the server's part of that service, either. Google for "webpin opensuse" and read the first few relevant posts for more context. Use http://software.opensuse.org/search to search in OBS, and http://packman.links2linux.org/search to search in Packman repositories you don't have enabled.
