If you mean on the menu, then use the menu editor under the settings menu.

Well, KDE doesn't have any compilers. I assume you mean the necessary source packages and headers. If you install the 'devel' rpm for each KDE rpm then you'll have them. But you may well need non-kde packages as well, depending what you're compiling. If there's anything missing, then the configure or make errors will let you know.
