[opensuse] who restarts ntpd on link up/down?
openSUSE 11.0 - which script restarts ntpd when my ppp link is recycled? I'm not sure about 11.0, but on 11.1 netconfig executes the modules in NETCONFIG_MODULES_ORDER of /etc/sysconfig/network/config, one of which is ntp-runtime. If you want to disable this, probably NETCONFIG_NTP_POLICY="" should suffice (man netconfig).
