This means that the functionality that SuSE term so_lang is provided by so_en.rpm
so_en is the engligh pack, there are others (so_es, so_de and so_it I think for Spanish, German and Italian)
If I try to install StarOffice [5.2] manually with 'rpm -i so_base.rpm' I get a dependancy conflict saying it needs 'so_lang'. But there is NO so_lang.rpm!!! Of course it does - they're mutually dependent - each is useless without the other...
