Not to be harsh, but I don't forsee this happening any time soon. I think it was Juergen who pointed out that it's more about licensing (RSA) than about export laws (though laws *do* come into play).
I think its both. You can't still export 128-bit crypto code in binary form. Thats the export restriction. Then, there is a problem of RSA holding patents on algorithms used in SSL. That is the licensing restriction. Anyone bundling SSL in US has to get a license from RSA. BTW, this patent expires in September this year.
