Isn't dummy0 a "bit-bucket" for when you are offline with a non-permanent PPP interface so that certain programs can still run if they check for the IP address of your PPP connection?

I think it might be used as some sort of network "/dev/zero". If you are experimenting with networks and need something to route to. had a quick look into my local SDB.
