You need to edit your ~/.xinitrc file to start fvwm. The way SuSE is set up, I think it searches to see what's available then it loads the window manager. I don't use fvwm2 because I'm not used to it so I use fvwm. You can simply comment the lines that reference other window managers and insert fvwm, fvwm95, or whatever your heart desires. My .xinitrc looks like this:

export TERM=xterm
# # choose a window manager #
if test -z "$WINDOWMANAGER" ; then WINDOWMANAGER=/usr/X11R6/bin/fvwm2 fi

if [ -f ~/.Xmodmap ]; then xmodmap ~/.Xmodmap fi
if [ -f ~/.Xdefaults ]; then xrdb -merge ~/.Xdefaults fi
if [ -f ~/.Xresources ]; then xrdb -merge ~/.Xresources fi
# # start some stuff #
# day planer deamon pland &
# # finaly start the window manager #
# exec $WINDOWMANAGER # fvwm startkde
As you can see, I am playing with kde right now, but before, I simply commented the line that reads exec $WINDOWMANAGER and inserted fvwm below it :)

I've got the same problem, and part of the problem seems to be that their is no .xinitrc (or .bashrc for that matter) in the home directory for root. I've gotten around that problem mainly by logging on as a regular user and then have sudo setup where if necessary I can change to su to do whatever is necessary, (I've also got my mail set up to go to me as a regular user). I have tried copying a .bashrc and .xinitrc from my regular login and that didn't make a bit of difference.
