I recently changed modems and although it didn't freeze it didn't work with +++ATZ either. I checked the man page and changed the string to +\d+\d+\dATZ which is much more correct. A modem shouldn't respond to +++ as that string could occur normally. The acceptable delay is in one of the S registers but IIRC 3 seconds is the default value.

I digged up an old manual for my modem and found an initstring, that was good for datakommunication.
