Network Won't Start At Boot

I use SuSE 9.1 Kernel 2.6.8 vanilla. When I boot up it says that it starts the network, but doesn't. I have a static IP address and told yast to start it at boot. As root I just type 'dhcpcd' and it starts. How do I get it to REALLY start at boot? thanks in advance!

Is the NIC configured to start at boot? You need that, in addition to networking starting at boot.
