If you set up you browser properly, with all your languages of preference, then such a specific page is not required. This of course is not reality :-)
this is not what I answered, what I meant (and obviously not understood) is, from what I read as had been decided is if the system could not supply users language (from browser config or elsewhere), it would supply english instead. what I had sugested is that if the system could not supply the users default language, the user is supplied with a page with all the language choices available and let the user chose. there are many countries out there that don't have english as the second language it's lucky to be the third. scsijon
I totally agree that it should be easy to switch from one language to another, whether that is on a "splash" screen or incorporated into the front page, I don't think really matters. As long it is clear how to get to the other languages (no matter what languages you understand).

Well I will still maintain that if your browser is properly configured, the page is not required. Your browser, would have all your language preferences: Swahili French Portugese English I will agree that this is not always the case however, I think as long as it is easy to switch languages, it doesn't really matter how it is done.
