The version of kdeutils3 on 8.1 has the wrong acpi /proc path compiled in -- you need to install an update: kdeutils3-laptop-3.0.4-5.i586.rpm There are a bunch of other kdeutils3 that have updates as well. (This may not totally fix your problem since acpi support varies between computers, but it will give your inspiron a fighting chance:-)
