IIUC, there are two places what could cause this behavior (not tested):
YaST -> Security and Users -> Local security
(*) Custom Settings, click [Next]
Click [NEXT] until you see "Boot Permissions"
Place 1: Perhaps you need to change the setting here?
Or continue clicking [NEXT] until you see "File Permissions"
Place 2: Is it set to "Easy"?
Continue clicking [NEXT], then click [Final]
Please note that I'm not quite sure if this solves your problem.

Thanks for the shot, these were both checked. I also checked in KDE's control center, I can change the default to shutdown or reboot (as well as logout) but it doesn't give any other options, at shutdown/logout time. (machine is sometimes used as a hardware tester, frequent reboots, in those circumstances).

You did not mention it specifically, but I assume my reponse did not help you to solve your problem. ;) In principle this is a KDM problem (I believe), so I assume you need to dive into kdmrc. Usually it's located in /etc/opt/kde3/share/config/kdm/, but have a look in /opt/kde3/share/config/kdm too (not sure which one is the effective one; but you'll notice if you rename one of them). This is what I have in both {/etc,}/opt/.../kdmrc: # Core config for all displays [X-*-Core] AllowShutdown=Root # Core config for local displays [X-:*-Core] AllowShutdown=All In short: an ordinary user is allowed to shutdown the pc in front of him, but not the remote pc.
