2 possible reasons for this.
One, the automatic configuration of the interface for IPX network and frame type is not done yet. So the ncpmount does not finde server etc.
Two, there are windows machines on the network. They make the autodetection slow or impossible.
In both cases the solution is to give ipx_configure the frame type and network number. Also use option -P.
ipx_configure (the one I have) does not have an argument -P nor does it have arguments that allow frametype and network number. ifconfig doesn't have these arguments either. Other sources tell me that this is to early in the boot process to use ncpmount. thanks, Otto

My mistake. I meant something ipx_interface. So in boot.local
ipx_configure --auto_primary=off --auto_interface=off
ipx_interface add -p eth0
