They might take away my sysadmin card for this one... Turns out I was issuing the "make install" as myself, and ssh-signer2 needs to be setuid root to function properly. A quick chown and chmod and all is now right with the world. ----- Julie

They do offer a pre-compiled version for SuSE. Seeing that the download version is for non-commercial evaluation only I would think you would go that way to avoid legal problems or put in the effort to use open-ssh.
