Very close but no cigar ;-) It's for those folks who use a QWERTZ keyboard
(germans for instance :) and where the correct keymap hasn't been loaded. In
that case the 'y' key produces a 'z', as QWERTY is the default layout.

My guess is this is for English-minded users typing 'yast' blindly and using a qwertz-keyboard, which is commonly used in Germany, the home of SuSE.
