The man page is a little misleading because the way these controllers are detected is somewhat complicated. However, to be fair, the next sentence after your quote says:
Systems with two independent ISA-to-PCMCIA controllers (say, one internal and one in a docking station) may require this flag to be set, even though they have a total of only four sockets.
but if it's not set, it'll look for TWO ports only. yes.
which seems pretty unambiguous to me, and describes your situation perfectly. I will revise the wording to make it more clear.
