Yes, but why mount it as administrator and not as a normal user? That way anybody getting access would only have normal user rights.

A user can mount directories when an entry in fstab exists. Say for instance you have something like /dev/sda1 /media/flash ext3 user,noauto 0 0 A normal user can mount the block device by calling either 'mount /dev/sda1' or 'mount /media/flash', i.e. he can only state to mount or unmount a given configuration but not which device or where to mount it.
