Yep, I had that too. The cvs version creates them though, so I don't know what suse's packager has done. I'm in the process of creating my own rpms, though...
This might due that some environment variables KDEDIR, QTDIR and PATH are not set correctly. Check them in konsole/xterm from within your kde3 session. In my case when running kde3, they are still pointing to qt2 and kde2 versions... Though the variables are set and exported (except for KDEDIR) in /usr/X11R6/bin/kde3. It seems they are not exported or in my case /usr/X11R6/bin/kde3 is not called....
I don't have the rpms installed now, that may be true. I do know that KDEHOME was set correctly - I double checked that. And the path more or less has to be set correctly, otherwise everything would call kde2 versions of programs.
But I can't say for certain. When I run from cvs I have those variables hardcoded in .profile, so you may be right. In the rpms I've built I've set the variables explicitly, anyway.
One question, though. If the kde3 script isn't called, how is your kde3 started?
