It's been renamed alacarte (rather than sometimes being known as it). Actually gnome-menu-editor seems to be more likely to be more likely to be an official GNOME menu editor - it uses GOME Bugzilla and CVS. The package is available in the usr-local-bin repository (YaST or APT) - see the URL in my sig.
