You can still send links with plain text. Most email apps recognize links. Two reasons I can think of, storage space and the risk of something malicious. Also, there's a big difference between posting a link and having the entire message in HTML. There is many reasons, where some of them are historic now, some are security, some are size of emails, some are that people here are used to workarounds for lack of HTML and don't ask for it.
