Error 403 download.opensuse.org Apache/2.4.33 (Linux/SUSE) Trying to use the Software Updates that appear in the panel when the updater icon is clicked, provides the same error message. Known problem, wait it out or use mirrors. But why are you using "dup" within 15.1? It can break your system, it is not intended for that usage. Use plain "zypper up". -- Cheers / Saludos, Carlos E. R. (from 15.0 x86_64 at Telcontar)
