There are other things than ulimit that influence core file generation, too. A core dump is saved in the current working directory of the failing process which might be different from the directory from where you started the program. If you don't have write permission in that directory or if there is insufficient free space on the filesystem, no core dump will be generated. Also programs with the SUID or SGID bit set will never core dump.
