I personally prefer IceWM, because of it's simplicity, speed and low memory profile. In addition to that, it has a nice look and feel and is easy to configure... Furthermore, I am the current maintainer of that package :^)

Forgive me if I am wrong, I think ICE is the one that has OS/2 like themes, and I preferedd the look and feel of that window manager all over the rest, but had trouble running some applications with that one. I am currently using WindowMaker because it is easy to set up and use, but I don't like the way it handles the window sizes etc., I run at 640x480 and some windows just are not right. For example in Netscape preferences, under applications there is no "OK" button, even if I maximise the screen- however in fvwm95 I can move the screen up to get to the "OK" button. However, I still can't set up the colors correctly in fvwm95, I did set root background to lightblue, but never figured out how to set red-green-blue values. Is CDE any better?
