The documentation within hylafax package seems to be outdated because it only describes the setup for sysv-init.

/etc/init.d/hylafax:

[...] # This init script is the preferred way to start HylaFAX, # but does not, by default, activate any modems. Consult # the faxgetty(8) and faxmodem(8) man pages for more info. [...]

man faxgetty:

[...] One faxgetty should be run for each facsimile modem on a machine.faxgetty is typically started by init(8C). [...]
