Correct, if your machine is not set to GMT then your clock will not self adjust for daylight savings. You need to set your bios clock to GMT then pick the appropriate timezone for your area. When it asks (yast) if your system is set to GMT then answer yes. This will require a restart or possibly changing to runlevel S. I do the same thing as you describe, but I don't rely on it as full proof. Why not use a (perhaps hourly/daily cronned) job like this to take care of it
automatically for you, using 'netdate' (xntp is better, i.e. more accurate,
but imho requires more setup --- netdate is good if you don't mind half a

list http://www.eecis.udel.edu/~mills/ntp/clock2.htm) --- my server not
did not require a reboot and correctly changed time on 03:00 :-) :
