New Tumbleweed - what runs/enables tmpfiles.d cleanups?

All, Old tumbleweed box tmpfiles.d is present, but it doesn't run and change my /usr/local permissions and ownerships back - they stay the way I set them. New tumbleweed, I've has to copy /usr/lib/tmpfiles.d/fs-usr-local.conf to /etc/tmpfiles.d and set it. But, I can't find how this is being run. There is no systemd service or timer I can find active. There is no crontab (no cron at all). So what runs this tmpfiles.d and where is it set? The only thing I can find is a /run/user/1000/systemd/units: lrwxrwxrwx. 1 david david 32 Mar 17 00:46 invocation:systemd-tmpfiles-setup.service -> ab294cefc48f4ab0bda4cafad98ab569 that links to some shasum that goes to what?
