Without such a program, I think best would be install 7.3 on a separate partition, and use that to run pg_dumpall. Perhaps a minimal installation, but with the proper database files would do.
Yes, that's my fallback plan. It appears that 7.3 was available up to 9.0, so I'll try it on a 9.0 install and see if that will do it.

1. backup those database files first! Be on the safe side!
2. if those database files were used on 7.3, then I would install 7.3. 7.3 is *still* available.
Well, I have a 9.0 system on hand and I was previously running 8.2, so that's pretty close. It seems to be working okay except for a "postmaster does not start" error.
7.3 is still available in /pub/suse/discontinued/i386/7.3 on ftp.suse.com and ftp.gwdg.de
