I have a small home network, including my Linux PC and a Win95 PC of my kids. I can mount the Win95 PC with smbmount etc.

Yes, this is some kind of gateway. Most commonly, this is called an "ISDN router" and it is of course possible with Linux.

No, theses to services are not used for this functionality. What you will need is IP masquerading. The relevant variables can be found in /etc/rc.config (they begin with MSQ_). Make sure that they are set up correctly. The manual should give you further instructions.
What are the settings on the Win95 PC?
Just use the Linux Server as your default gateway in your TCP/IP configuration and make sure, that your Provider's Nameserver is set up correctly in the DNS setup.
Where can I find documentation man pages or Howto's on this subject?
In addition to the manual section, there is an IP-Masquerading HOWTO: /usr/doc/howto/mini/IP-Masquerade.gz
Any info will be helpful, as I already searched for man pages, and on the Samba and Apache Internet sites, but could not find anything like this.

Yes, this is also possible with a modem. Just use "diald" for the automatic dialin.
