I don't think that KOffice 1.3 will be ready when 8.2 comes out, but it will be included in KDE 3.2 though. There has been a flurry of development going on with much improvement in speed and import/export filters. Kword is really interesting since it works in two modes: DTP and wordprocessing. The wordprocessing mode is nothing but the DTP mode with frame drawn automatically for you when you go on to a new page.
