[opensuse] vim-data was downgraded from 421 to 422 ?
In 421 I had vim-data-7.4.326-11.1.noarch, in 422 I have vim-data-7.4.326-10.3.1.noarch - and I'm missing syntax highlighting for /etc/multipath.conf. Of course not, they cannot be. Unless you mean "are sources used to build package identical", which cannot be answered without comparing spec files.
What is the significance of the build# ?
It counts how often package was rebuilt. Number before dot counts active packager submissions - maintainer committed new content. Number after dot counts automatic rebuilds, e.g. due to dependent package change.
