Having re-imaged a couple of machines, I would guess not. The winretools partition contains the programs needed to re-image or repair, I believe, and the image partition contains the system image. When I've done a "wipe and re-image" the machine has been set back to "as new", and I've had to re-download and re-install all the updates.

And this is almost certainly what ends up on the recovery DVD set, should you make one ...
