The most recent note about this that I have found on the web is from April of 2008. Is it possible that since then the support for multiple desktops has been removed? Got compiz working? If so, you can specify the number of desktops in either the Compiz Settings Manager or (easier) the Desktop Effects applet in the Gnome Control Center.

If not, the switcher applet *should* let you specify the number of desktops and I dunno what's wrong. -- N. B.
