SUSE patched the 2.4.21 kernel so that it doesn't suffer from the exploit but they will probably not release a .24 kernel unless it's unavoidable. They usually do not do version number releases that are different unless they can't avoid it as not to break things. No, but the necessary security patch has been applied to it.

IMHO there is no necessity to upgrade to it unless you have a problem which it may solve. SuSE applies the security fixes to the kernel relevant to each version of the distro and increases the build number (the '-166' bit.) Dylan
