In 11.3 it just appeared. In a fresh install of 11.4 I have to start it each time I boot from a command line.

Odd, but try adding it to the Autostart programs in System Settings. Or install and use plasmoid-networkmanagement instead - after installing it, right click in the system tray, and add it to the tray in System Tray Settings.
