I'm sure you do know what you have installed. But if your running KDE3 then the base pkg is named kdebase3 as KDE 2.x's pkg was kdebase2 ..the kdebase that didn't have a number after it was KDE 1.x :)
In any case. What touch does is create a 0 length blank file. If you are still using KDE3 from the CD's then this was a known problem. By creating this file it lets KDE 3 save options that you've specified. For some reason with KDE 3.0 under SuSE 8.0 this file wasn't put into place and KDE can't seem to create it, but once created it will use it. :)
I'm not sure if upgrading to KDE 3.0.4 will fix this issue, but it might. It does fix 3 rather large security risks ..so upgrading won't hurt anything..neither will creating this blank text file so that KDE can save it's settings.
Cheers!

On another computer, removing the fix did absolutely nothing: the desktop remained the same. I too would like to see this problem solved. Damon Register
