I'm running T'Bird 3.0.3 and it seems to be 'built in'. When I create a message I have the option to either "Send now" (crl-ret) or "sent later" (ctl-shift-ret). This WITHOUT a plugin. "Send later" puts it in a queue raeerh than sending it to the SMTP server directly.
