On my laptop, the minimum burn speed is 8x. At least with the command line version, I can use a "dummy" flag to not write to the CDR. Are you talking about "Burn CD Image" in K3B? On mine, I can set the burn speed for any of the "Image Types". Maybe it's something to do with the type of device you have installed? Then again, I've never done overburn (is this something you set in an option somewhere? I couldn't find it.), so maybe that is why mine aren't greyed out.
