[opensuse] udev rule: assign owner to a block device

On start-up, I want to assign a plain user as owner of a block device (/dev/sdb). I've googled the udev rule, does this suffice: KERNEL=="sda", OWNER="per" It works fine, I'm just thinking of any unwanted effects?
