What is this zypper-migration-plugin package for? And, is it necessary to do a "zypper dup"? If so, why is it not installed by default?

With SUSE's "Factory First" model a number of tools that still only really make sense in SLE are part of tumbleweed to make sure they continue to build and function for when the next SLE version is created.
