Try running, as root bash -x /sbin/conf.d/SuSEconfig.tetex and see what it's doing when it hangs

I've had this problem before. I seem to recall a corrupted or otherwise unusable "/etc/cups/lpoptions" If "locate lpoptions" points you to another file which contains all your printer names (possibly "~/.lpoptions", you could try backing-up the original "/etc/cup/lpoptions" and replacing it with the onefrom your home directory. There is a problem that "lpoptions -l" may continuously wait when it cannot access cupsd (e.g. because cupsd is running but denies access or something like this.) In an older CUPS version (before SuSE Linux 8.2) "lpoptions -l" did wait continuously if cupsd was not running at all but this should be fixed since SuSE Linux 8.2. You should fix your CUPS config so that your cupsd responds to "lpoptions -l".
