If the file system type is vfat or fat32 then use the umask option when mounting and mount will set the permissions as desired. a umask=000 is wide open permissions (rwxrwxrwx). On the mount command use "-o umask=000" or in /etc/fstab add to the options section like "default,umask=000" More info can be found by "man mount" if file system is other, look for the options on the specific file system.
