I've had the same problem and posted a question about it last week. I had one reply to this request, telling me to go to look and feel, screensaver, enable it, select it, set the timer. But it seems that Steve and I have exactly the same problem: I have set all the settings, and it works when I hit TEST, but won't turn on.
Can anyone offer a solution?

Ben Rosenberg noticed that if you up the priority of the screen saver, it begins to work. Can you test and let us know if that works for you too?

Now, about these here screensavers, I believe that the screensaver information is stored in the users mywork, as .kscreensaver. I suggest you see if this file exists, and if so, make sure the contents of the file corresponds to the correct screensaver. Failing that, why don't you try running Xscreensaver.........
