Replying to my own question... I did get the KDE 4.1 desktop effects to work with my machine after installing ATI's 9.1 driver, but I had to set "disable functionality checks" and "direct rendering". Before 9.1 was released, I was also missing the DRI section inside my xorg.conf file, and I symlinked the /usr/lib/dri/fglrx_dri.so to point to /usr/lib64/dri/fglrx_dri.so. So all-in-all, there were a few things I had to do to make it work.
