From the man page for fvwm95:

First, fvwm95 will search for a file named .fvwm95rc...in the users home directory. Failing that, it will look for /usr/lib/X11/fvwm95/system.fvwm95rc for system-wide defaults. If that file is not found, fvwm95 will be basically useless. I think there's another one, however, if you use SuSEconfig to configure window managers. It's at /usr/lib/X11/fvwm95/.fvwm95rc.
