In my case the splash screen and top box graphic were also corrupted. Netscape icons were also showing as low-res monochrome. All these problems were corrected by dropping the colour depth from 24bpp to 16bpp.

I removed all the wp8 installation and d/l'd the GUIGL000.GZ file again from www.download.com. After reinstall, I got the same error. Now, I'll try your suggestion.
