I have the same problem occasionally. I don't know why.
People say I am crazy, but here is what I do. I use the physical switch (or keyboard comb) to switch to airplane mode. It kills both wifi and bluetooth radios.
I wait two seconds, and exit airplane mode. System sees the hardware reconnect and sets it up correctly.
If this wasn't so easy, I'd find the proper way to fix it.
Well, you found a nifty way to do it. Another is, if you have a BT dongle to draw it and to put it back into place. It is a known bug in Leap42.1 (besides BT in this version works very badly, problems with Obex and with headphone profiles). The good news is: AFAIK (at least with beta3 if we did not have regression also with the current RC) the BT support of the new 42.2 seems finally to work correctly. In the meanwhile, although I haven't tried, I would claim if the OP calls the module with modprobe he should be able to "regain" access to his dongle.
