hello i din't get your question properly. Do you want shutdown to be invoked by root only? in that case remove the setuid part of the shutdown (if it is set) . BUT THAT DID NOT WORK also in rc.config section kdm_shutdown = "root"

what else is wrong? and why did installation not create /etc/shutdown.allow. how can i have only root shutdown and reboot sllow?
