For a 33.6 or faster modem, I recommend at least a 386/40 with 8 meg RAM. For DSL or cable modem, you probably want a 486/66 and 16 meg RAM. If the same box is also going to run programs that constitute a significant (even if intermittent) load, up the specs. However if the load is tightly constrained by bandwidth, and the major source of the load is external, then don't worry about your processor. Candidate for this category: web server serving plain text pages. Non-candidate: web server running scripts, database server, something that will see heavy INTERNAL use, SETI station... (A DHCP server is not an issue: very small load.
