Modems are controlled by the serial module in the kernel, not drivers. In other words, it's there.

If you have a *real* modem, it's not a problem. Tell us more about the modem so we can help you. If it's a PCI modem (specifically HFC or HSP types), you are out of luck, and need to buy a real modem. HFC and HSP PCI modems (they are called other things, too) are what we refer to as software modems or WinModems, which refers to the fact that they only work with Windows.
